When I first looked at Sasyakko vs. Zen-emonm I thought Zen-emon was clearly better. He seemed to often spend less in most draws, got one more coin to start, and also didn't have the restriction of needing to have the full price on hand in order to apply his discount.So, I dorkily crunched numbers:

Looks like Sasayakko came out on top on average with things being a little cheaper for her, especially with two items. I didn't bother computing with one item because Zen-emon would simply win that hands down.
However, the card distribution is actually not symmetrical at all; and the spreadsheet formulas assume that. There are nine 1-coin cards, twelve 2-coin cards, and only three 3-coin cards. So, I did some trials, and in trials Sasayakko came out a little better on buying two items and tied on buying three items.
I suppose the two are even; Sasayakko's one less coin and money-bags-limitation are justified. Just remember to keep your pockets lined while walking around as Sasayakko!
