The problem I foresee (without testing yet)is that you are still favoring the player by draining the coins of the dummy player. Really who would spend 3 coins for a souvenir that gets them 1 point if they already have one of the same series, vs 1 coin for 3 points?

Also you are killing their money supply at temples. They will donate a whole lot...and the chances of landing on a farm by dice are pretty small.

And, if they have no money (which they probably won't quickly), they can't land at a temple or market.

I would still recommend following the neutral player rules for the temple and the inn. Don't issue money to the neutral players. Donate 1 coin per temple stop from the bank (or 2 might be better, to make a challenge since their ability to land there is random), and randomly draw at the inn and market for him, at no cost.

Since the neutral player loses all strategy opportunities, its ability to create panoramic sets, souvenir sets, high temple donations, and victory points are all thrown out the window.

As for farms, since the neutral player won't have money...then maybe those will be a block or a reroll. (Cutting off the player from money can be challenge enough)
