I might try to change the order and see what happens. With 2 AIs that do no skip turns it won't matter much anyhow. Pretty tricky to measure.

I focused on the 3 player because I was sure the board was optimized for that player count (with 2p you play with a dummy and use 3 token nonetheless). 4p, I'm not sure, maybe the board is optimized for 5 and you need a dummy as well...

A single choice... I don't think so. A couple... definitely, but that was the point of the test: choices matter! And you win/lose the game based on your choices. Yes, many times during the game I had the feeling that a human would do much better than an AI, e.g. blocking my last card for panoramas... but again IMO that means there is strategy in the game.
