PARKS is much heavier (middle weight as opposed to gateway if played without the Crossroads expansion). The main difference is the theme, but both themes share a sort of lightness that allows the game to be played with a group much lighter than the actual gameplay.Tokkaido's main point scoring is via set collection while PARKS is through resource management. Without a doubt PARKS was heavily influenced by Tokkaido, but this is less than Century was influenced by Splendor, where the overlap is enough to force people to choose.
I think it's fine to pick up both. I own both. Other than weight or theme, if you like one, you will likely like the other.
