Yes, you can stop at any panorama space, and you don't need to finish one to be able to paint the others. You just recieve the next card in ascending order from the corresponding panorama each time you stop at the panorama spaces or get the Annaibito encounter (if it's for a panorama you haven't started yet, the next card in order is the 1).And if you get the Annaibito encounter for a panorama that you had already completed, you just get the next card for any other uncompleted panorama of your choice.
In the base game you cannot stop at a space if you have already completed the panorama in there, because the general tule is that you CANNOT enter a space if you just can't possibly do the corresponding action (because the cards are depleted, you haven't got any money, or you have already completed the panorama) but you may still CHOOSE to do nothing after stopping there. However, with the crossroads expansion you can still enter the completed panorama spaces because it adds another possible action there (paint a cherry tree and get a coin instead).
