Having just play tested Tokaïdo (and bought it) in Essen, all I can say is that the die won't work.
In Tokaïdo, with 2 players, there can only be one player per field. So if the die would show a number corresponding to an already occupied field, you'd have to re-roll it until you'd roll a number equal to an empty field.
Also, you can move as far as you want in Tokaïdo, with the only limit that you have to stop at the next Inn. So a die showing only values 1,2 and 3 won't work the same as a player deciding how far to move a neutral player token.
Personally, I don't think the game would need such a drastic change anyway. It works perfectly as it was designed.

Have you played Glen More?
In Glen More only 1 pawn can be on each space and you can move as far as you want. When you move the dice, you just skip over player pawns when you count spaces.
