As far as exclusivity, this text appears at the bottom of the list of stretch goals: "32 pre-painted minis is a KS exclusive". Now this either means that 1) they won't be offering pre-painted minis outside of the Kickstarter, or 2) they won't be offering all 32 pre-painted minis outside of the Kickstarter, but might offer some (e.g. the original 16).
