Correct, as of right now if all stretch goals are met, anyone at the Samurai level will receive.

A lot of people are requesting new bonuses for the 16 New Art Characters. Funforge is pretty busy at a Game Convention until next week, so I have a feeling this will be addressed once they return. I'm sure they'll have to look into the logistics of it, along with all the requests for a reworked game board.
